MVP Identification

Eligibility for MVP should be determined at the school level.  Below you will find Process Maps that cover how to make a determination for most cases schools encounter.  If schools are struggling to make a determination, you can call the district MVP office at 407-317-3485 or email help.homeless@ocps.net. 

 

When determining eligibility, staff members may ask reasonable questions to make a determination; they are not permitted to investigate situations.  Utilize the questions linked here and below (also available at the end of the Process Maps PDF file linked below) to assist you in determining eligibility.  We go off of the trust system with parents unless additional evidence is provided to us (statements by the student or parent, or documentation already on file at the school or previous school).  If a school determines a parent does not qualify and the parent disagrees, the school is required to report this to the district MVP team at help.homeless@ocps.net to determine if a formal dispute needs to be filed.  Click on the DISPUTE icon on the MVP Intranet Home Page for more information on the MVP Dispute process and what can be disputed.

 

You will also find sample housing types that qualify under the McKinney-Vento Program.  Please remember, these housing types ONLY qualify if the family is there due to financial hardship.  Cultural, or temporary situations not due to financial hardship (moving to a new town, waiting on repairs to the home, Vagabond life in an RV, etc.) do not qualify, even if due to a natural disaster.

 

Lastly, if you send a parent to get Educational Guardianship or a Verification of Residence at Student Enrollment, please download the parent letter linked below and provide it to the parent.  They should bring that with them to the appointment at Student Enrollment and provide it to the staff there.  This will assist in working with the parent to provide reasonable documentation for guardianship or residence.

 

As a reminder, MVP students are entitled to immediate enrollment.  Lack of paperwork such as physicals, vaccinations, copy of ID, should not delay the enrollment in the school.  Instead schools should document when they provide referrals to access free or low cost vaccinations, physicals, or copies of an ID.  If the school has made multiple documented attempts (3 or more over a 2-3 month period) and continues to provide the free and low cost referrals, and the paperwork still has not been provided by the parent, you can contact the MVP office at help.homeless@ocps.net to determine next steps.  There is NO timeline requirement for parents to produce this documentation.

  • Linked here you will find sample questions to ask families to determine eligibility.  You will also find examples of qualifying housing types.  PLEASE REMEMBER, that the housing type ONLY qualifies if the family is there due to financial hardship.

  • For parents who need to secure Educational Guardianship or a Verification of Residence from Student Enrollment, we ask that you provide the letter at this link to them.  This will assist Student Enrollment in knowing that you have spoken to the parent and identified them as MVP, but they need the documents to be confirmed by Student Enrollment.

K12 Student Information System, Communication & ERP

 

Our online enrollment system through FOCUS is now live! Due to the new system, the process for a parent to complete a SRQ has changed.  Unless the student is zoned to your school AND attended the school in the previous school year, they must complete the SRQ through the FOCUS online enrollment packet.  If they are attending your school under the school of origin rule (school last attended), they must request an MVP Transfer when completing the online enrollment.  Please note that the district MVP office does not have access to the applications!  School registrars need to review applications and make a determination on MVP qualification.  If assistance is needed, our office is available to talk through cases; however, we will not be able to facilitate a qualification on our end with the application.

  • This set of guidelines should be provided to parents who are looking to identify as MVP and the student/s are attending the zoned school.  Guidelines can be found at this link.

  • All parents returning to the school of origin must complete a FOCUS application and select an MVP Transfer.  Guidelines on the steps to enroll can be found at this link.

  • Students that would like to attend a specific school that is not the school of origin (school last attended) or the zoned school can apply for an alternate transfer.  The students should still be identified as MVP, however they will not receive all of the same rights as they are choosing a school under school choice.  The main right they will lose is transportation to the school.  Guidelines for parents to enroll at a school other than the zoned school or the school of origin can be found at this link.
